In a small Georgia town, the disgraced sheriff Ben Watts (Bruce Willis) guards the secrets of the wealthy residents. When three criminals take the town's prominent doctor hostage while searching for a missing woman, it's up to Sheriff Watts to resolve the crisis before the FBI shows up. In a race against time, the town's mayor (Timothy V. Murphy) pressures Watts to launch an attack on the hostage-takers and eliminate all witnesses. Realizing that he is a pawn in a larger game, the sheriff is forced to let blood flow to uncover the truth behind the town's dark secrets.
